NHS pay rise 2027/28: what is confirmed right now?

The 2027/28 NHS Pay Review Body round has started, but no final Agenda for Change percentage has been announced. The Department of Health and Social Care formally commenced the round on 15 July 2026. GOV.UK remit letter

Direct answer: any 2027/28 percentage shown in a calculator today must be labelled a scenario, not an official award.

The remit letter says the government will provide departmental evidence in the autumn and also notes that NHS Staff Council negotiations on pay-structure reform could potentially include headline uplifts for 2027/28 and 2028/29. That makes the pay round a live process with two possible routes influencing the final outcome; it does not create a confirmed percentage.

What should the 2027/28 calculator do before the award is known?

Use scenario modelling:

1. start from the user’s current 2026/27 band/pay point;

2. allow a clearly labelled percentage scenario;

3. show projected gross annual/monthly pay;

4. estimate tax, NI, pension and other selected deductions;

5. stamp the result “scenario — not the confirmed NHS 2027/28 award”;

6. replace the scenario defaults with official rates once a final settlement is published.

This satisfies the user’s planning intent without fabricating a future pay award.

What is the NHS Pay Review Body?

The NHSPRB provides independent advice on pay for Agenda for Change staff within its remit. Its recommendation is part of the process; government then responds to the recommendation and implementation is reflected in the relevant pay documentation.

For 2027/28, the remit letter also interacts with separate NHS Staff Council pay-structure negotiations. Keep those entities distinct:

NHSPRB → evidence → recommendation

NHS Staff Council → negotiated AfC structure reform

Government/national administrations → decision/implementation

2026/27 is the baseline, not a prediction

Until new rates exist, the correct baseline is the current official 2026/27 scale. For England, that means Band 5 £32,073–£39,043, Band 6 £39,959–£48,117 and Band 7 £49,387–£56,515, among the wider table. NHS Employers

Doctors and dentists have a separate review-body route

The Review Body on Doctors’ and Dentists’ Remuneration has its own 2027/28 remit. Do not mix a future AfC award with resident-doctor, consultant or dentist pay as though they were one settlement. GOV.UK DDRB remit
